Modify approval process for alternative extended learning programs

Summary:

Requires the state board of education to establish a process for the approval of vendors offering alternative, extended learning, and work-based programs which may be accepted for credit by a local school board. This bill also gives local school districts the power to accept credit from an organization not approved by the state board of education. The Senate added the text of this bill to HB 1454.
