Summary:

Requires a public body to keep a list of all minutes of non-public sessions, including the date and time of each non-public session, the statutory exemption that was the basis for the non-public session, the date of the decision to withhold the minutes from public disclosure, and the date of any subsequent decision to make the minutes available.  The Senate amended the bill to also exempt materials falling within the attorney-client privilege or attorney work product doctrine from the state's right-to-know law.

The Senate amendment also established regulations to allow virtual meetings that comply with public access requirements, similar to SB 95. However, a conference committee of representatives and Senators removed this from the final draft of the bill.
