Increase penalty for dog theft

Summary:

Revises the law against stealing or poisoning a dog so that the crime is a felony if the dog has a market value greater than $1,000. At the time of this bill's submission, theft or poisoning of a dog is a misdemeanor. The House amended the bill to remove the reference to market value. This bill also makes it a misdemeanor to remove a microchip or other electronic tracking device from a dog.
