Require drivers to report hitting a cat

Summary:

Requires a driver to report a collision with a cat to the cat's owner or the police. At the time of this bill's submission, drivers must only report collisions with dogs. This bill also increases the penalty for failing to report a collision with an animal from a violation to a misdemeanor.
