Amends the law governing the victims' compensation fund. In particular, this bill allows claims for victims of human trafficking, eliminates the time limit to file claims based on sexual abuse or human trafficking, and eliminates the consideration of contributory negligence in claims based on sexual abuse or human trafficking.
