Summary:

Defines animal hoarding as "a situation where an individual or individuals are unable to care for multiple animals in their custody due to psychological reasons." This bill then allows the courts to order a psychological evaluation of the owner in a case of animal hoarding. If the owner is found not competent to stand trial, the judge may order custody of the animals to someone else or an organization.
