Summary:

Declares that sealed minutes in nonpublic sessions under the right-to-know law are only sealed for one year and would require annual revoting to keep them sealed. The House amended the bill to instead limit automatic unsealing to one category of minutes, those having to do with the "acquisition or sale of property which, if discussed in public, would benefit parties whose interests are adverse to the general community."
