Veterans "omnibus" bill, combining several bills

Summary:

Establishes a tuition waiver for the state university system and community college system for the children of totally and permanently disabled New Hampshire veterans. The Senate amended the bill to incorporate several other proposals related to veterans, including SB 421 (regarding tuition waivers for members of the New Hampshire national guard and children in state foster care), SB 455 (prohibiting the state community college and university systems from discriminating "based on an applicant's or employee's law enforcement, military, or veteran status"), and SB 726.  Titled the Veterans Bill of Rights, SB 726 covers everything from mental health services for veterans to loans to businesses owned by veterans.
