Increase size of customer generators who may participate in net metering

Summary:

Increases the electric generating capacity of customer generators who may participate in net energy metering, from one to five megawatts. This bill also modifies the transition of tariffs applicable to some customer generators. Lastly, this bill revises the definitions in the utility property tax law to clarify that only customer generators under one megawatt are exempt from the definition of "utility property."
