Revise new ban on abortion after 24 weeks

Summary:

Repeals the "Fetal Health Protection Act," which bans abortion after 24 weeks.

The House amended the bill to instead revise the ultrasound requirement prior to an abortion, so an ultrasound is only required if a provider believes there is a "substantial risk" that the age of the fetus is at least 24 weeks.
