More legislative oversight of DHHS orders during a public health emergency
Makes various changes to the powers of the Department of Health and Human Services (DHHS) during a public health emergency, for example the powers to ration a limited supply of medication. This bill also authorizes the Joint Legislative Oversight Committee on Health and Human Services to review, and rescind by a 2/3 vote, emergency orders issued by DHHS. This bill also gives a person subject to a treatment order for a communicable disease a right to a hearing on the order. Lastly, this bill amends the membership and duties of the Ethics Oversight Advisory Committee, for example to provide more oversight of DHHS orders related to disease.
