More legislative oversight of DHHS orders during a public health emergency
Summary:
Makes various changes to the powers of the Department of Health and Human Services (DHHS) during a public health emergency, for example the powers to ration a limited supply of medication. The bill authorizes the legislature to terminate an emergency order from the commissioner of DHHS with a majority vote in the House and Senate. This bill also gives a person subject to a treatment order for a communicable disease a right to a hearing on the order. Lastly, this bill amends the membership and duties of the Ethics Oversight Advisory Committee, for example to provide more oversight of DHHS orders related to disease.
