Establish heating and electric bill benefit for low-income residents

Summary:

Establishes a state emergency fuel assistance program in the Department of Energy and sets aside $25 million in state funds for the program. Households at or below 75% of state median income will be eligible for a $450 benefit for heating fuel.

The bill also establishes a supplemental electric benefit and sets aside $10 million in state funds for this benefit. Households at or below 75% of state median income will be eligible for a $200 benefit toward their electric bill.
