Committee to study care for "born alive infant"

Summary:

Establishes the "Born Alive Infant Protection Act," which would make it a felony to refuse appropriate medical care for any "born alive infant" that "breathes, has a beating heart, or has definite movement of voluntary muscles."

The Senate amended the bill to instead establish a committee to study "the right of any infant born alive to medically appropriate and reasonable care and treatment."
