Require public colleges and universities to allow speeches, assemblies, etc.

Summary:

Requires public college and university campuses to generally allow "expressive activities" by students in the outdoor areas of campus. The bill expressly forbids a campus from establishing "free speech zones" to designate most areas off-limits to speeches, assemblies, etc. The bill also requires public colleges and universities to submit plans for complying with this new law.
