Let animal shelters lease property and add other animal shelter requirements

Summary:

Allows animal shelters to own or lease their facilities. This bill also requires animal shelters to provide animals with a permanent form of identification such as a tattoo, collar, microchip, or ear tag. The bill also requires animal shelters to administer a rabies vaccine before transferring an animal, unless there is proof of an earlier vaccine. The bill also requires animal shelters to contact registered owners within 72 hours of taking in an animal with a microchip. Lastly, this bill clarifies that animal shelters cannot transfer pets from out of state without a health certificate until quarantine is complete.
