Various campaign finance changes

Summary:

Repeals voluntary expenditure limits for candidates and campaign committees. This bill also lowers the maximum individual donation to a candidate or candidate committee from $5,000 to $3,500.  It adds a maximum donation to a political committee of $10,000. Lastly, a House amendment raises the threshold from $500 to $1,500 in minimum expenditures before candidates and committees must file itemized reports with the Secretary of State.

The Senate amended the bill to raise the maximum individual donation back to $5,000, and lower the threshold for reporting to just $1,000 in expenditures.  Lastly, the Senate amendment doubles the size of receipts that must be itemized, generally from $25 to $50.
