Make dog theft a felony, misdemeanor to tamper with collar

Summary:

Makes it a felony to steal or poison a dog.  The House amended the bill to make it a misdemeanor to steal a dog the first time, and a felony for subsequent offenses. The Senate amended the bill to make both the first and second offense a misdemeanor.  This bill also makes it a misdemeanor to tamper with a dog's microchip, collar, or other tracking device.
