Prohibit suspension of civil liberties during emergency

Summary:

Creates extra protections to practice religion and strictly limits any government action that could interfere. In particular, this bill provides that during a state of emergency, religious organizations shall be treated the same as providers of essential services.  The House amended the bill to more broadly prohibit "the suspension of civil liberties during a state of emergency."
