Description: Requires that probation-parole officers receive instruction on the rights of individuals who have attained "final discharge" of their sentence. The bill states that "final discharge" occurs when a prisoner is released, even if that release is conditional or supervised. The House amended the bill to also require correctional facilities to notify prisoners of their right to vote while on parole.
