Add Council on Housing Stability to state law, allow telemedicine for substance use disorder treatment

Summary:

Establishes the New Hampshire commission on homelessness to study "the issue of homelessness in New Hampshire, the scope and adequacy of available resources, and ways in which the public and private sector could increase assistance to individuals and families experiencing homelessness." The House amended the bill to instead add the Council on Housing Stability initially established by the governor to state law.

The Senate amended the bill to also remove certain in-person and physical location requirements in state law to allow for medically assisted treatment for substance use disorder through telemedicine.
