Create database of animal records

Summary:

Establishes a statewide database of all health certificates for dogs, cats, and ferrets; records of all rabies vaccinations; records of quarantine for any animal brought into New Hampshire for transfer; any records required of pet vendors for the transfer of any animal that is not a dog, cat, or ferret; and licenses for pet vendors. There would be a $2 fee to file each record. The House amended the bill to remove rabies vaccination certificates and all fees from the original bill, and replace the term health “certificate” with “certificate of transfer.”  The amended bill also includes confidentiality provisions.
