Increase school funding for districts with low property values

Summary:

Changes the formula for school funding, generally increasing state per-pupil funding. This bill also adds additional "fiscal disparity aid" for districts with low property values. Additionally, under this bill towns that raise excess revenue from property taxes would have to provide that to the state to distribute to underfunded schools statewide.
