Allow virtual government meetings

Summary:

Permits public bodies to hold meetings electronically, so long as there is adequate public access and notice. The House amended the bill to remove this part about electronic meetings.  This bill also permits photocopied and scanned versions of signatures to be used in rulemaking proceedings.
