Add property tax breaks for "revitalization zones" and renewable energy

Summary:

This is an omnibus bill related to property taxes and affordable housing. First, this bill postpones assessment reviews and reappraisals of property by one year "due to the COVID-19 pandemic and the economic concerns throughout the state." The Senate amended the bill to remove this part.  Second, this bill establishes a local option for property tax breaks in "Residential Property Revitalization Zones." Lastly, this bill allows towns and cities to adopt a property tax credit for small renewable energy facilities and energy storage systems.
