Omnibus bill related to criminal justice, covering immunity for victims of human trafficking and more

Summary:

This is an omnibus bill generally related to criminal justice and victim protection.

First, this bill allows persons charged with driving under the influence of drugs/alcohol to register for an impaired driving education program after attending or waiving their arraignment.  The House amended the bill to remove this part.

Second, this bill protects victims of human trafficking from prosecution for crimes committed while they were being victimized.

Third, this bill adds a definition of "grandparent" to the state guardianship law.  The definition includes great-grandparents and great-great-grandparents.

Fourth, this bill protects a victim of sexual assault from prosecution for prostitution or related offenses.  The House amended the bill to remove this part.

Fifth, this bill increases the penalty for harming a service animal from a misdemeanor to a felony.  The House amended the bill to remove this part.

Lastly, this bill changes the membership of the council on autism spectrum disorders.

A conference committee of representatives and senators failed to agree on a final version of this bill.
