Omnibus government funding bill, also creates animal records database

Summary:

This is an omnibus bill that sets aside money for various programs:

  • $200,000 annually to the Business Finance Authority 
  • $10 million over two years to the Affordable Housing Fund
  • $2 million to the Department of Education for air quality improvement in public school buildings
  • Up to $500,000 of the amount in excess of $725,000 from the Investor Education Fund to the FRM Victims' Recovery Fund
  • $1million over two years to the Department of Environmental Services for public water system projects
  • Roughly $12.7 million over two years to the Department of Environmental Services for wastewater projects

This bill also:

  • Expands eligibility for Adequacy Aid to all grade levels (kindergarten-grade 12) from the current grades 9-12 for home-schooled students taking academic classes.
  • Establishes a statewide database of all health certificates for any dog, cat, or ferret for which it is required and related pet records. As introduced, this bill included a $2 fee for these records.  A Senate amendment removed the fee and instead set aside $250,000 for the database.
