Summary:
Requires public employers to provide written notice to employees of their constitutional right to decide whether to join a union as well as the estimated cost to join the union. The Senate amended the bill to also require public employers to give unions certain access to employees. For example, the Senate amendment requires public employers to allow unions to meet with newly hired employees.
