Opt-in paid family and medical leave

Summary:

Establishes a paid family and medical leave insurance program, offered by a private insurer starting with state employees as the pool of enrollees. The program would cover time for a birth, adoption, or family illness, but not a personal illness. Private employers could join the program, with rates and terms to be determined by the state and insurer offering the coverage. Individuals who work for an employer who does not offer paid family and medical leave could join the plan for no more than $5 per week. Employees could take up to 6 weeks of leave and receive 60% of their pay. This bill also creates a tax credit for employers who sponsor family and medical leave insurance for their employees.
