Increase state funding for full-day kindergarten

Summary:

Increases current state funding for full-day kindergarten by changing the funding calculation. According to the Department of Education, under current law, adequate education payments are determined based on prior year student counts. This bill would provide funding for school districts, in the current year, based upon beginning of year data, for the year in which a school district opens a new, full-day kindergarten program, essentially retroactive to FY 2020.
