Add flexibility in permanency planning under Child Protection Act

Summary:

Makes various changes to the law governing permanency planning under the Child Protection Act. According to the Department of Health and Human Services, this bill provides the courts with more flexibility in permanency planning. For example, in the rare cases where the parents fail to meaningfully engage in the reunification process the permanency hearing could occur earlier.
