Allow and regulate virtual government meetings, increase penalty for privacy violations

Summary:

Establishes regulations to allow virtual meetings that comply with public access requirements. This bill also increases the penalty for privacy violations so that a second offense is a felony. Privacy violation includes looking into someone's private home or other private place "with no legitimate purpose."  The Senate amended the bill to also establish a committee to study remote local government meetings.

The House amended the bill entirely to instead a committee to review authorizing governing bodies of municipalities to hold virtual meetings and to study remote access to meetings. The Senate then added parts of the original bill to HB 108.

The House and Senate did not agree on a final version of this bill.
