Should New Hampshire add tax incentives for affordable housing development?

"I was the prime sponsor of HB 1248 in 2020. It would expand an existing property tax incentive program available to cities and towns for developments that contain affordable housing units. It received broad bipartisan support, but failed to advance in the Senate during the COVID-19 shortened session."

Should New Hampshire increase subsidies and tax credits for business investment?

Should New Hampshire lower business taxes?

"NH has lowered business taxes several times in recent years. I am wary of further tax cuts, particularly when business taxes support education, which in turn helps reduce property taxes paid by businesses and residential property owners."

Should New Hampshire increase the tax on cigarettes?

"N.H. recently raised the age to 21 for possession of tobacco. I want to see data on the effects of that change before considering higher taxes."

Do you support Gov. Sununu's proposal to allow employers and employees to opt-in to a private, paid family and medical leave insurance plan, based on a pool of state employees, excluding coverage for personal illness?

"There is nothing stopping NH employers from offering a privately-run paid family/medical leave program to their workers. Most don't, and nothing about the governor's plan would change that dynamic."

Should New Hampshire raise the minimum wage?

"I support a tiered increase to $15 an hour over 2-3 years. At that point, the minimum wage should be indexed to inflation. Maine, Mass. and Vermont all have higher minimum wages than NH, and all had similar, or lower, unemployment rates than NH before the COVID-19 pandemic hit."

Should New Hampshire extend the renewable portfolio standard past 2025, requiring public utilities to obtain more than 25% of electricity from renewable energy sources?

Should New Hampshire create a road usage fee?

"Road usage fees are likely how cities and states will pay for road projects in the long term as more motorists buy hybrid or electric vehicles, which reduce gas tax revenues. The concept is sound. But bills aimed at creating a road usage fee in NH have been flawed. I would consider other strategies to enact a road usage fee that does not punish owners of hybrid or electric vehicles."

Should New Hampshire increase the base amount of per-pupil funding it provides to local school districts?

"For"

Citizens Count Issue Survey, 2020

Should New Hampshire allocate tax revenues for private and home schooling costs?

"Such a shift would reduce state aid to school districts. That, in turn, would lead to higher property taxes and reduced public school funding. These are the reasons this proposal failed in 2018 when Republicans controlled the House and Senate."

Should New Hampshire provide student loan debt repayment programs for workers in industries with labor shortages?

"I am generally supportive but would need to see the details of any proposal before definitely supporting."
