Increase eligibility for elderly property tax exemption

Summary:

Increases the income limits for the elderly property tax exemption, lowers the minimum age of eligibility to 60 years old, removes the requirement to live in New Hampshire at least three years, and permits municipalities to phase in the revised eligibility criteria over three years.
