Remove requirement to mark political advertisements in print

Summary:

Removes the requirement to mark political advertising in newspapers, magazines, and billboards with the phrase "political advertising." The House amended the bill to also remove the requirement for newspapers to report advertising rates to the Secretary of State. The law still forbids a newspaper from charging different rates for different candidates.
