Clarify definition of abutter, limit right to appeal Board of Adjustment
Summary:
Adds to the definition of "abutter" and includes abutters in appeals to the Board of Adjustment. Generally speaking, this bill would restrict the ability of non-abutting property owners to make an appeal to the Board of Adjustment.
