Add requirements for imported pets

Summary:

Adds stricter regulations on dogs, cats, and ferrets transported into the state for transfer. For example, this bill extends the quarantine requirement from 48 hours to 7 days for the animal once it arrives in New Hampshire. This bill also requires animals to test negative for intestinal parasites, and heartworm, and have proof of deworming, within 14 days before import to New Hampshire. Transported animals must also have a rabies vaccine, unless they are too young.
