Make immunization registry opt-in instead of opt-out

Summary:

Makes the state immunization registry an opt-in program rather than an opt-out program.

The House amended the bill to also exclude information about those who decline vaccination in the registry. The amended bill also allows a patient to receive a copy of his or her vaccination records from the registry.

The Senate amended the bill to state, "Each patient, or the patient's parent or guardian if the patient is a minor, shall be given the opportunity to opt-out or opt-in to the immunization registry." A patient's personal data could not be entered into the registry without their explicit consent.
