Establish bottle deposit recycling program
Summary:
Establishes the beverage container deposit recycling program and sends the proceeds to the general fund of all state revenue and to the state recycling fund. Consumers would pay a ten-cent fee on any bottle that they could get back when they recycle the bottle.
