Revise background check process for licensed health care workers

Summary:

Removes the requirement that residential care or other health facilities exclusively use the Department of Safety for employee background checks. Criminal records checks would still be required. In addition, this bill would allow applicants for licenses as licensed nursing assistants to be issued temporary licenses before a background check is complete.
