Allow more lawsuits against government

Summary:

Changes the definition of an employee or official of a governmental unit for the purposes of determining liability in a lawsuit against the government. This bill also removes language restricting liability to only injuries occurring from the operation of a motor vehicle or premise-related injury. Generally speaking this bill would allow more lawsuits against the government.
