Summary:

Requires the Department of Environmental Services to adopt rules relative to withdrawals of less than 57,600 gallons of groundwater over any 24-hour period.  According to the House Resources, Recreation and Development Committee, "These rules would authorize DES to require a small community water supply well applicant/owner to mitigate potential adverse impacts to a private water supply well in the event that such impacts occur."
