Remove "moral impairment" for license suspension

Summary:

Removes language specific to "moral impairment" in the law governing driver's license suspension and revocation.

The House removed several other parts of the bill, including language to limit license suspensions based on failure to pay a fine to fines related to a motor vehicle offense. The original bill also would have repealed the DMV's authority to report names of persons whose driver’s license privileges are suspended to a consumer reporting agency.
