Description: Prohibits the state from placing a person with mental illness in the secure psychiatric unit of the state prison unless that person has been charged with a crime in the past. This would require the state to establish a secure therapeutic psychiatric hospital, as the current state hospital is not equipped to house some patients who present a serious likelihood of danger to themselves or others.
