Allows lawsuits for violation of any solid waste or hazardous waste permit and for medical monitoring damages. This bill also establishes strict liability for the release of toxic substances. The House amended the bill to narrow its scope "to provide a right of action to seek medical monitoring in the event of significant exposure to toxins caused by the negligent activity of a defendant." The Senate then added this bill to HB 1375.
