Summary:

Prohibits a special school meeting for any of the following reasons: a warrant article that was voted down at the regular meeting, a contract that was voted down at the regular meeting, or any item in the budget that was not approved at the regular meeting.  The House amended the bill to instead prohibit a special meeting "if the emergency involves a collective bargaining agreement that was voted down at the regular meeting, including a collective bargaining agreement modified after the regular meeting."
