Revise peer support groups for emergency/safety workers, allow conditional mental health licensing

Summary:

Establishes a committee to study licensure of mental health professionals. The Senate amended the bill to also add a new definition for "peer support group" to emergency medical and trauma services and critical incident intervention and management.

The House completely rewrote the bill. The new bill revises the definition of "critical incident stress management team" (peer support group) to include members of a union of emergency response/public safety workers. The rewritten bill also allows for conditional licensing of clinical mental health counselors and marriage and family therapists.

A conference committee of representatives and senators agreed on the House version of the bill, with some additional tweaks.
