Revise absent ballot form to remove infectious diseases, mention incarceration

Summary:

Modifies the process for reporting voter address changes so that the process is centralized in the Secretary of State's office rather than delegated to supervisors of the checklist. This bill also makes some changes to the wording of absentee ballot affidavit.

The House amended the bill to also revise a definition of "disability" on the absentee ballot request form, removing a reference to infectious diseases (such as COVID-19).

A conference committee of representatives and senators further revised the absentee ballot request form to make clear that anyone in jail awaiting trial for a misdemeanor may vote by absentee ballot. This is similar to HB 555.
