Directs the wellness and primary prevention council to prepare a voluntary home visiting program report for the legislature. The voluntary home visiting program is available to parents of newborns and young children and designed to support families.

The House amended the bill to instead establish a committee to study voluntary home visiting services for families with newborns, infants, and young children.
