Define and regulate part-time teachers

Summary:

Defines a part-time teacher in schools and requires a criminal history record check from the Department of Education. A part-time teacher would not need to have a degree in education or be licensed like a full-time teacher. This bill also prohibits anyone who had an educator certification revoked from working as a part-time teacher.
