Allows advanced deposit wagering on pari-mutuel betting on horse racing, which currently already takes place in New Hampshire without regulation.
The Senate amended the bill to also establish a charitable third party financial intermediary program, which would allow a third party to exist between charitable gaming and benefiting charities.
